I figured out the interior distance between opposite sides of an octagon made from 1×4 hinge bricks.

10.67 stud width

I determined that the interior distance between opposite sides of an octagon made from 1×4 hinge bricks was 10.67 studs. This is one possible way to bridge that gap, using fence pieces. The lattice portion of the fence piece is 1/3 of a brick width.
